Purpose
A service to make it easy for people to make requests to scientific data holders (esp. publishers) in order to check the openness of their data and to record publicly the results of those efforts.
Alternative: this is a service to enable scholars to make responsible request to publishers regarding their policies on access and reuse of data.
Potential additonal purposes:
- Acting as a record/witness of data status/licenses
